Create Workstream Charters

A charter belongs to a workstream, which is a single organisational unit such as Finance, IT or HR. It records the scope, the objectives it carries from Strategic Direction, its milestones and deliverables, its risks and its named lead.

Charters and work plans are the same commitments at different stages of their life. The charter is authored first; signing it off templates the work plan, so you are not maintaining two lists that drift apart. Pushing a charter to the work plan carries the dates and the assignees with it.

The AI can draft a charter from Strategic Direction and can say which objective each milestone delivers. As everywhere else, those arrive as suggestions on the decision surface; the charter record itself shows only what you have accepted.
