Set up governance structure

Set out the structure for the project: who sits on the steering committee, who runs the integration management office, and who leads each workstream.

The people you name here are records, not seats. A steering committee member who never signs in costs nothing and should still be on the chart, because the chart is about accountability rather than about licences. Only somebody who signs in needs a seat.

Governance is what escalation resolves against: a blocked item has a named owner and a named place to go next.
